This assumes you have the original retail disc or a legitimate digital copy that is compatible with older systems.
Control Panel > Programs and Features > Turn Windows features on or off > Legacy Components > DirectPlay SilentPatch Gta San Andreas Windows 7 32 Bit 13
Because you are on 32-bit, you cannot use modern GPUs with more than 4GB VRAM effectively, but GTA:SA only needs 256MB. This assumes you have the original retail disc
